One of the primary responsibilities of the warrior is to protect his less armored comrades. This Feat helps him accomplish that by forcing a foe to remain engaged with the Warrior. On a successful touch attack, both the feat-user and his target will have their movement rate dropped to zero for 1d6 + 1 rounds.
